Governance Delegation to Active Community Members to Secure Quorum
Summary
This proposal delegates 2,000,000 UP from the Unlock DAO's treasury as added community voting power to a cohort of seven consistently active voters selected via an onchain governance leaderboard (https://auburn-hide-65473633.figma.site/). The goal is to reliably reach quorum while broadening participation beyond stewards and keeping delegations subject to periodic review as participation patterns evolve.
Background
The Unlock DAO currently requires 3,000,000 UP in votes to reach quorum on onchain proposals. Due to a hacked wallet belonging to one of our former main holders and limited active governance among whale addresses in the community, we have recently been unable to meet quorum, even when there is clear support for proposals.
To compensate, the Unlock DAO Stewards have suggested relying once on the DAO multisig, casting a large "Abstain" or in favor vote from treasury-held UP to push this specific proposal over the quorum threshold. Since this is an emergency measure, as it is operationally fragile and consolidates effective power in a single address, we suggest delegating 2,000,000 UP to consistently active governance participants across the community. During recent DAO Calls and an open forum discussion, community members aligned on the following procedure to move forward with the DAO-powered delegation toward active governance participants.
Methodology: How Delegates Were Selected
To design a fair and transparent delegation, Stella built a Governance Leaderboard using onchain voting data from the last 10 Unlock DAO proposals on Tally via the Tally API. The selection process followed these steps:
- Data Window
We looked at the last 10 onchain proposals for Unlock DAO and pulled all addresses that voted on at least one of them. - Metrics per Address
Number of proposals voted out of 10.
Participation rate (proposals voted / 10, expressed as a percentage).
First and last vote timestamps to confirm recent, not purely historical, activity. - Filtering and Ranking
We focused on addresses that showed repeated voting across the 10-proposal window rather than one-off participation.
We then ranked addresses by participation rate and selected the top seven voters as potential delegates. - Identity and Role Checks
Where possible, we resolved ENS names and cross-referenced Tally profiles to confirm that these addresses belong to known stewards or active community participants who regularly join calls, contribute, and engage in discussions.
This process intentionally includes both stewards and non-steward community members, directly addressing the concern that delegation should not concentrate voting power exclusively among stewards.
Proposed Delegations
Using the leaderboard, we allocate 2,000,000 UP in delegated voting power to each address in proportion to its participation rate across the last 10 proposals. Addresses with higher historical participation receive more delegated UP, aligning voting power with demonstrated engagement. Please review the Google Sheet here:

Governance Guarantees and Ongoing Review
To keep this aligned with decentralization and community legitimacy, and to clarify assumptions or doubts:
- Ownership of the 2,000,000 UP remains under the DAO's control. These tokens will only be delegated and used by delegates to vote; nothing else.
- The idea is for us to reach quorum for this proposal. Stewards will be using the UP currently active in the DAOs Multisig to vote once in favor of this proposal to resolve the quorum issue, after which the UP will be transferred to the ICHI vault as originally intended. (We will verify if "Abstain" voting will add to the quorum. If that is indeed the case, the Stewards will vote "Abstain," if not, we are forced to vote in favor.)
- This delegation is neither strictly temporary nor expiring on a fixed date; instead, it will be up to the DAO to review the delegation after, for example, the next 10 proposals, using the Leaderboard and adjusting their previous decision if necessary.
We expect the listed delegates to take their responsibilities seriously and participate in every onchain vote, always considering the discussions held in our Discord forum and DAO calls. This structure creates a living delegation framework: delegations persist by default but should evolve with real participation data rather than remaining static.
